Queen of Hearts at Kams, Champaign, IL Official Rules 1/26/24
“Queen of Hearts” is a game of chance where a successful player wins a portion of the money
held in a Jackpot. A portion of the same Jackpot is also awarded to the games sponsor.
The game begins with a player buying one or more tickets for $5.00 each in person, at Kams.
The tickets sold during any week will be placed in the ticket return bin. Each week, at 8 pm at
Kams, one ticket will be drawn from the return bin. On the spot, the owner of the drawn ticket
will have the opportunity to try and select the “Queen of Hearts” from a deck of playing cards
game board. If the owner of the drawn ticket is not present, the card number they wrote on
their game ticket will be selected. If the ticket does not have a card number written on it or
that card number is unavailable, the lowest card number on the game board will be selected
on their behalf.
If the “Queen of Hearts” is selected, the Jackpot will be paid out as described in the Rules. If
not, the game continues to the next week until the “Queen of Hearts” is selected.
In addition, there are smaller prizes (ranging from $50-$200) if the player selects a card other
than the “Queen of Hearts”. In that case, the winner must be present to win, a smaller amount
is paid to the player, and the game continues the following week.

Local 1260 Queen of Hearts Rules

• The purchase of a raffle ticket is evidence of the player’s agreement with and willingness to conform to all Rules, as described below.

• This game will be played at Kams 102 E Green St, Champaign, IL 61820.

• The term “Ticket” shall refer to the purchased chance.

• The term “Card” shall refer to one of the fifty-four playing cards in the deck.

• The term “Return Bin” shall refer to a vessel that securely provides a transparent,  reliable, and sufficient random mix of tickets.

• Tickets are $5.00 each, with no limit on the number of tickets that a player may purchase. Tickets may be purchased online, in person between 5:00 pm and 8:00 pm every Friday at Kams or from any L1260 member during the week. Tickets will only be valid for the week they are purchased. All Ticket sales are final.

  • Bulk discounts will be available for ticket sales as follows:

    • 5 for $20

    • 30 for $100

• Each game will begin with a full deck of playing cards, including two jokers. A number from 1 to 54 will be displayed on the back of each card on the game board. 

• Each player must write their first and last name as they appear on the player’s government-issued ID and their phone number on the back of the ticket. There may only be one player’s name, phone number, and card number placed on each ticket. If more than one name is on a drawn ticket, the ticket will be discarded and another ticket will be drawn. The player will then place their ticket in the raffle ticket return bin. A player may write only one card number on the back of their ticket. If the player is absent or does not make their presence known when the ticket is drawn, the card number on the ticket will be selected for the player. [If no card number is written on the ticket or the card number listed is unavailable, then the lowest card number available will be selected for the absent or player who does not make their presence known.] 

• Every Friday at Kams, the Game-Master will draw a ticket from the return bin. The name on the drawn ticket will be announced three times. If the winning player does not report to the Game-Master within five minutes, the card number on the ticket (or the lowest number available if no number was placed on the ticket) will be selected. 

• Drawings will be held on major holidays. 

• The Jackpot will accumulate weekly until the QUEEN OF HEARTS is selected. The Jackpot amount will be updated weekly and prominently displayed in the drawing location based on ticket sales.

• Operational or material expenses of the game shall be deducted from the Jackpot.

• City of Champaign Municipal Code Chapter 6, ARTICLE VII.A. - RAFFLES, Sec. 6-130.4

  • The real value of all prizes or merchandise awarded by a licensee in a single raffle shall not exceed five hundred thousand dollars ($475,000.00).

• A player whose ticket has been drawn from the return bin and is present at the drawing may select a card. If the card selected is the QUEEN OF HEARTS, the player will win 50% of the jackpot or up to $475,000 minus any amounts paid out for consolation prizes, whichever is less. A card will be selected for any player who is absent or does not make their presence known. If the QUEEN OF HEARTS is selected for an absent player or player who does not make their presence known, they will receive 40% of the Jackpot. If the winning player is absent or does not make their presence known, the remaining 10% of the jackpot (up to $50,000) will be contributed to the next game, so long as another game is scheduled to follow. The remaining 50% left in the Jackpot (after the award to the winner and after any amount placed in the Jackpot for the next game) will be awarded to Champaign Firefighters Local 1260 (the game's sponsor), and a non-profit organization in Champaign, IL. 

• There are fifty-three consolation prizes if the QUEEN OF HEARTS is not selected on a particular week. If one of the jokers is selected, the player will receive $200. If one of the other three queens is selected, the player will receive $100. All other cards have a payout value of $50. Players must be present to win a consolation prize.

• Once a card is selected, it will be removed from play for the remainder of the game and shown face-up on the game board. 

• All tickets for that week’s drawing will be destroyed after each drawing.

• The QUEEN OF HEARTS raffle will continue weekly until one of three things happens: 

  • The Queen of Hearts is selected, ending the game

  • 2) The draw night in which the Jackpot reaches or exceeds $1,000,000 

    • If 2 should happen, the game will be terminated at the close of ticket sales that Friday @ 8 pm, and the game shall enter sudden death. The Game-Master will draw tickets from the return bin until a player selects the Queen of Hearts, ending the game. Any players drawn who do not select the Queen of Hearts shall receive the corresponding consolation prize.

    • This means should the Jackpot reach or exceed $1,000,000, one of the tickets purchased that week will win the Jackpot.

  • 3) The “Queen of Hearts” game reaches May 10th.

    • If 3 should happen, the game will be terminated at the close of ticket sales on May 10th @ 8 pm, and the game shall enter sudden death. The Game-Master will draw tickets from the return bin until a player selects the Queen of Hearts, ending the game. Any players drawn who do not select the Queen of Hearts shall receive the corresponding consolation prize.

    • This means should the raffle reach May 10th, the game will enter sudden death, and one of the tickets purchased that week will win the Jackpot.

• All winning players are responsible for any taxes that relate to their winnings. A W-2G will be issued to any player who has selected the “Queen of Hearts”. All information required to complete the W-2G will be provided at the time of the drawing. The award for selecting the “Queen of Hearts” will not be paid until all information required to complete the W-2G is provided. If the player is unwilling or unable to provide the necessary W-2G information within 72 hours of the drawing. The player’s award will be contributed to the next game's Jackpot, so long as another game is scheduled to follow. If there is no scheduled game to follow and the player is unwilling or unable to provide the necessary W-2G information, the player’s award will be forfeited.

• All players must be 18 or older to purchase tickets and 19 or older to be present at Kams.

• All winners must have a government-issued photo ID to claim their prize.

• All L1260 board members, employees, members, and volunteers are eligible to win.

• All Kams employees are eligible to win. 

• Should there be any disagreement regarding the procedure or the results of the game, then the disagreement or results will be resolved in a timely manner by way of a determination from the Game-Master. The Game-Master’s determination will be final. From week to week, the unselected cards will be kept secure.

• All players, evidenced by ticket purchase(s), agree to this form of binding arbitration. 

• This game is intended to conform to all City, State, and other requirements, including, but not limited to, the Champaign, Illinois, ordinance-governing games of chance. Should the game itself, or any of the Rules of the game, violate any statute, rule, or regulation, then the game shall be played, and the Rules shall be interpreted not to violate such statute, rule, or regulation.
